Joint Venture

Texas Sterling-Banicki, JV LLC (TSB) was organized in August of 2015 and is part of Sterling Infrastructure, Inc. Sterling operates through a variety of subsidiaries within three segments specializing in E-Infrastructure, Transportation and Building Solutions in the United States, primarily across the Southern, Northeastern, Mid-Atlantic and Rocky Mountain regions and Hawaii. Sterling is currently ranked 29th on ENR’s 2022 Top 50 Domestic Heavy Contractors List.

TSB offers the Civil expertise and local knowledge of Texas Sterling Construction (TSC), along with the Aviation and Civil expertise of J. Banicki Construction, Inc. (Banicki). Originally set in motion to pursue Aviation projects in the Texas market, we now use our combined strengths to provide industry leading Heavy Civil Construction. We specialize in Alternative Delivery projects such as, Design Build, CMAR and CMGC.

Tim brings over 30 years of experience in heavy highway construction. Tim started in the industry as a laborer and worked his way through the ranks while attending college at night and on weekends. He has experience with all types of project delivery methods and contract values up to $3 billion. Tim has a passion for building, and has learned through experience that the first thing you build on any project is a team.

Tim takes an active role in the industry, serving on boards through the years for the AGC and ARTBA as well as other local trade associations. Tim has a BBA from the University of North Texas and an MBA from Southern Methodist University.

Mike began his career in construction on an asphalt crew. Through an unwavering work ethic, dedication to perform, and a commitment to excellence, Mike worked his way up the ranks and is currently President of JV Partner, J. Banicki Construction, Inc. Mike brings 39 years of construction experience and offers unmatched operational expertise in all aspects of heavy civil and horizontal infrastructure. Mike plays an active role in providing tactful strategies for alternative delivery, preconstruction, estimating, value engineering, operations, safety planning, and ensuring overall project performance exceeds client expectations.

Chris earned a BBA from The University of Houston and has over 30 years of heavy civil experience in Texas, working his way through the ranks in increasing levels of responsibility. Chris brings extensive experience as a project manager and area manager with responsibility for the pursuit and execution of bid-build, and alternative delivery projects ranging in size up to $250 million. His experience represents a great asset to the Texas Sterling – Banicki JV Team.

Don has 46-years of construction, operations, estimating, and alternative delivery experience in the heavy civil, private development, and public works sectors in Arizona and Texas.

Don’s father was a General Contractor and Don followed his father’s footsteps into the construction industry. Don began his career in construction as a carpenter in residential homes and small commercial projects. Don expanded his skills working in heavy civil construction. He has extensive bridge, structures, aviation, heavy highway, and heavy civil self-perform and managerial expertise. Don utilizes the professional relationships he has developed throughout his career to lead pursuit teams for complex alternative delivery projects. With strengths in partnering and preconstruction, his ability to cohesively align clients, design teams, and construction firms in working towards results-driven milestones is second to none.

Project Manager


Ben has served as Project Manager for several heavy civil construction projects in the State of Texas. He executes every project effectively, ensuring accuracy and adherence to the construction contract, the Owner’s construction specifications, industry standards, establishes cost loaded structure for project scheduling, tracks budget items for consistency with progress of work and billing, completes all revenue and cost forecasting, maintains excellent working relationship with project Owners, provides value engineering recommendations to Owner when budget limitations exist, efficiently allocates resources to beat production times, prepares and reviews contracts, purchase orders, permits and cost estimates.
Ben earned a B.S. in Construction Management and Civil Engineering at New Mexico State University.

Safety Lead


James started his safety career as a law enforcement officer with the Harris County Sheriff’s in 1984 where he patrolled the unincorporated streets of Harris County for 15 years. While serving the citizens of Harris County he received numerous commendations which included the “100 Club Officer of the Year” award in 1997 and Texas Law Enforcement Achievement Award for Valor for the rescue of an elderly couple from a burning home.

James entered into occupational safety world in 1998 and begin working as a safety manager for Harvey Builders where he took part in overseeing the safety of several high-rise buildings in downtown Houston. He also played a part of several mock-up projects for Exxon Mobil and was a Lead Safety Manager over a set of 5 buildings at their campus project in The Woodlands, Texas. James began working with Texas Sterling Construction as an Area Safety Manager in 2012 where he presently facilitates the safety of several projects.

James has been married to his wife Rebecca for 22 years and has 5 children.

Chief Estimator


With over three decades of diverse construction experience and a unique understanding of value-driven design as a Registered Professional Engineer, Stephen provides a well-rounded, collaborative perspective. His experience spans both estimating and project management and is combined with best practices for value engineering, innovations analysis and estimating gained through his experience on construction and rehabilitation projects in the aviation, roadway, structures, water/drainage and civil markets.

Stephen has a unique ability to openly communicate and seamlessly partner with Owners and stakeholders, streamlining coordination and planning. Stephen is expert as building clear, concise and transparent estimates using both estimating and engineering platforms.

Specializing in supporting teams in accelerating critical schedules without expanding budgets, Stephen provides smooth and precise historical and production-based cost estimating skills as well as expertise in developing construction estimates while efficiently working with agencies and independent cost estimators to identify, quantify and price risk while ensuring cohesive project team communications are maintained from NPT to project Closeout.

He earned his BSCE at Texas A&M University.
