What is meant by Alternative Project Delivery Methods?

Alternative Project Delivery Methods (APDM) means delivering public and private projects for which price is not the only relevant criterion of selecting a contractor.  APDM is based on selecting a contractor based on qualifications, along with price; using methods that were developed to streamline project design and construction; integrating the knowledge, creativity, experience, and passions of design and construction professionals from the beginning to the end of a project.

Whether your project is Design-Build (DB), Design Bid Build (DBB), Construction Manager at Risk (CMAR), Construction Manager General Contractor (CMGC), or Job Order Contracting (JOC), TSB has the in-house experience to provide you with the best value through innovative solutions and progressive scheduling.

Design-Build

Design-Build is a method of project delivery in which a General Contractor joins up with a Designer and creates a Design-Build team. The Design-Build team works under a single contract with the Owner to provide design and construction services. One entity, one contract, one unified flow of work from the initial concept through final completion. TSB has had several successful Design-Build projects and partnerships with Designers and Owners.

Design Bid Build

A Hard Bid procurement is where the Owner hires a designer to produce a set of project plans and specifications. After the completion and approval of the plans and specifications, the Owner will put the project out for bid. This will be done by invitation to Prequalified General Contractors or bid advertisement. The lowest bidder wins the project and moves to the construction phase. This is the most popular form of procurement.

Construction Manager at Risk (CMAR)
Construction Manager / General Contractor (CMGC)

The Construction Manager at Risk (CMAR), referred to as the Construction Manager / General Contractor (CM/GC) in some states, is an ever-increasing alternative delivery method that benefits Owners looking to maximize design success and minimize construction risk.
With the CMAR delivery method, the Owner uses qualifications to select a CMAR when the design is still being developed, typically at the 30% to 60% design stage. Working under a Preconstruction Contract, the CMAR, collaborates with the Designer as the design is refined. The CMAR facilitates the constructability of the design, provides value engineering innovations, ensures the design represents optimal scope for the Owner’s needs, develops the construction phasing, and develops a Guaranteed Maximum Price (GMP) to build the project at the best value for the Owner. The Owner then executes a separate construction contract with the CMAR to build the project based off of a negotiated GMP.
While CMGC is very similar to the CMAR method, in some States there is a price component as part of the selection process.  You also have an opportunity to present innovative ideas ahead of the selection process

Job Order Contracting (JOC)

Job Order Contracting (JOC) is a qualifications-based selection delivery method that Owners will utilize for smaller, repetitive, or commonly encountered construction projects. Usually, a JOC will be a multi-year contract for a wide variety of tasks. An Owner will select a JOC contractor and distribute work through a task order or a job order agreement which will have the pertinent information for the task. Some JOC task orders have design requirements associated with them.
